I believe that NSF has modified their facilities, equipment and other resources form to include a place for such faculty/staff who are contributing to the project, but not being paid by the agency. 

This section, called "Other Resources," is to:

Provide any information describing the other resources available to the project. Identify support services such as consultant, secretarial, machine shop, and electronics shop, and the extent to which they will be available for the project. Include an explanation of any consortium/contractual arrangements with other organizations.

Subject: [RESADM-L] NSF's policy on no cost share

I am interested in finding out how other institutions are handling inclusion of personnel in an NSF proposal with no effort/salary requested (they are included in the project description, but not the budget). 

NSF prohibits voluntary committed cost share.

If the PI includes a faculty member, say, the Chair of the Dept. because his expertise would strengthen the proposal, but at no cost to the project, isn’t this considered cost share? 

 

How are other institutions handling this?
