This happens. It is not a COI as long as the reviewers do not have any interest in the project. What we do is handle the project in the same exact manner as any other protocol, except instead of forwarding
it to the chair, we forward the protocol to a different member for review and determination. Should it require full board review, then the chair will have to excuse themselves for the part of the meeting that discusses the protocol. All the rest of the regulations
apply.

We have encountered a new issue with our IRB and I need some guidance. The chair of the committee has submitted a protocol for review. Is it considered a COI for it to be reviewed by a fellow committee member? If so what
are other institutions doing in this circumstance?
