It is my understanding that grants are not processed through SAM, although there are indications that at some level they may be.  Grants.gov is not under the umbrella of SAM, however, if you use Fed Biz Ops, CCR or EPLS, etc, you'll need a logon at least. 
 
Registration on ORCA is required to receive a federal contract or subcontract under a federal prime.  My agency does not subcontract with any entity (except state and local governments) without a current ORCA certification.  They are required to be updated annually.

 I'm sure by now you've either forgotten about this, received a response, or just signed in. 
 
The ORCA is undergoing a transformation now.  There are several parts of federal procurement systems being merged under one roof and ORCA is a part of that.  The new system is called SAM or System for Acquisition Management.
 
SAM is used to help with the solicitation requirements, review of offers, evaluation of offers and vendor selection, creation of the actual contracts, evaluation of contractor performance, financial payments, and close-outs.  It includes the CFDA, Fed Biz Opps, CCR, ORCA, EPLS, PPIRS (CPARS/FAPIIS), Wage Determination, FPDS, and eSRS so far.  All under one login.  As it stands now, there remains the multiple systems.  Once SAM is operational there will be only one that is compartmented into the various sections.
 
I'm sure it'll operate as smoothly and flawlessly as Grants.gov does now.  :D

I'm hoping that someone can help me get a better idea about the On-line Representations and Certifications Application (ORCA) process and how this information is used.  My understanding is that it obviates the need to make some certifications when negotiating individual federal contracts, but I'm guessing there's more to it?
