Good morning everyone,

Is anyone resubmitting an Upward Bound proposal in response to the changes in competitive preference priority 1? We have two questions, one about WHETHER to resubmit and the other about HOW:

(1)    If you submitted under CPP1, only to find that your schools were not officially designated as “persistently lowest achieving,” but you do not plan to change your schools, should you still submit a correction? According to the teleconferences last week, COE seemed to think it best for everyone who addressed CPP1 to revise and resubmit their application, while Ed said to resubmit only if you were making changes to your school or target population. Whose advice are you following?

(2)    In regard to the grants.gov forms, should we mark the application as a Changed/Corrected Application and use the grants.gov tracking number from our previous application as the applicant identifier? Or, since they reopened the competition under a new FOA, should we just submit everything normally?

Thanks in advance for your advice,

Kathleen Halley
