I don’t see how this necessarily precludes IDC reimbursement.

 

The prior sentence states: “Cost-sharing arrangements for mobility assignments are negotiated between the participating organizations. The Federal agency may agree to pay all, some, or none of the costs associated with an assignment.”

 

While the next sentence states: “Costs may include basic pay, supplemental pay, fringe benefits, and travel and relocation expenses,” it’s not saying “may only.”

 

There is  not explicit statement that says “F&A will not be paid”.
