I received confirmation today from a Grants Management Specialist at NIH that this notice is not prohibiting inflationary increases in the proposal budget. You may submit a proposed budget with appropriate increases. However, if an award is forthcoming, inflationary increases for future years will be eliminated by the grants management specialist assigned to the award.

The FY12 funding policies also removes the inflationary increase in all anticipated future years. We’ve already begun receiving revised notices just to remove inflationary increases.
We have always taken the approach when preparing an application budget to use the NIH funding policy in place at the time when we’re putting in the proposal. In the past using 3% then 2% and now no increase. I know institutions do take various approaches to this and the salary cap, which can make a complex proposal with multiple subs a challenge to put together.

I don't see how anyone can reasonably certify that a 5-year budget with salary, benefits, and tuition costs all flat-lined represents their best estimate of the costs of completing a project, but of course if NIH is truly requiring us to provide these misleading figures I would want to comply with their guidance.

Everyone,
Please help me decipher the latest changes sent down from NIH.
There are two changes that are unclear. Is this only for awards or also proposals processed in FY12?
FY2012 Funding Levels: Non-competing awards will be issued without cost of living/inflationary adjustments in FY 2012; however adjustments for special needs (such as equipment and added personnel) will continue to be accommodated. This policy applies to all grants (research and non-research) when applicable.
Inflationary Increases for Future Years: Inflationary increases for future year commitments will be discontinued for all competing and non-competing research grant awards issued in FY 2012, however adjustments for special needs (such as equipment and added personnel) will continue to be accommodated.
For these two changes are we not supposed to be budgeting for a cost of living increase on NIH proposals now for future years? Are we supposed to only use our current numbers for all years of the project?
