The University of Tennessee Knoxville, located in the heart of the beautiful Smokey Mountains currently has an opening for an Export Control Compliance Officer to work in the Office of Research.
Export Control Compliance Officer -Office of Research-Pay Grade 42, - Salary DOE&Q - Full Time
Duties Responsibilities: The Export Control Compliance Officer has the primary responsibility for assuring that the University,
faculty, staff, and students abide by the federal regulations governing the export of sensitive technology, equipment, and computer source code to foreign nationals for varied reasons, the most important being to protect the national security and foreign policy
interests of the United States. Compliance areas include, but are not limited to, International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), the Office of Foreign Assets Controls (OFAC) regulations, and other import/export laws.
Duties include proposal and contract review with export control issues; export control determinations after consultation with researchers or contract negotiators; determine equipment classifications, license exceptions and exemptions; determine requirements
for embargoed and sanctioned countries; screen end users and countries; partner with other University operations to ensure compliance; develop and provide education and awareness programs; maintain security of export controlled information on campus; draft
comments in response to proposed changes in export law that will impact higher education; and develop and write copy for the UTK Export Control web site.
Minimum/Required Qualifications: The position requires a Bachelor's degree and minimum of 3 years of research or research related
experience. The position requires a high level of independent action in consultation with supervisor and other stakeholders at the University. Other requirements include a good knowledge of the research and the university environment; excellent written and
interpersonal communication skills; demonstrated ability to make independent judgments; a high degree of sensitivity to confidential matters; team player attitude; ability to work independently while meeting deadlines; and ability to handle high case loads.
Applicants must be eligible to obtain a secret security clearance at a minimum.
Preferred/Desired Qualifications: Experience in the area of export control with knowledge of the export control regulations and
federal government contracting is preferred. Complete and practical knowledge of U.S. Export Control laws and how to apply them in the university area is also preferred.
