The amount of time for proposals submitted the single investigator/disciplinary programs has more to do with the performance appraisal of the program officer.  You're saying "Huh?"  I was a program officer at NSF and one of the metrics for my performance appraisal was what percentage of my proposals were reviewed and recommended within 6 months of the end of the submission window. Keep in mind that the program officer only makes a recommendation on a proposal - the Division Director or their designee makes the final decision, so that takes a bit more time.  I think that this metric is one of the reasons POs are doing more panel reviews and fewer ad hoc (mail) reviews. 

I tell people that it takes 6.5 months - 6 months for the review & recommendation and 2 weeks for the DD concurrence and preparing the notification.  So far all the NSF proposals we've submitted have received notification within a couple of days of the 6.5 month "rule."

What's not an urban legend is that the proposals that get funded tend to have shorter titles.  Several others on this listserv have noted that as well.

We submitted an NSF TUES proposal in May of 2011 and have yet to hear.   We have heard that others are just now hearing the outcome of their proposals and it has been negative.
