Does anyone know precisely what constitutes “written notice” under the FAR? I am a little surprised not to find a definition in Part 2, but perhaps I am missing it.
Hypothetically, say you have an industry partner trying to deliver a Stop Work Order (52.242-15) to your institution. The first attempt was a verbal to the PI several weeks ago which you finally heard a rumor about just the other day. (Imagine how surprised the industry partner was to get your hypothetical phone call pointing out that’s not how things work in Contract Land!) For the second attempt, the industry partner sends an email note.
Does an email fall under a “written notice” under the FAR? Would a text message work just as well? I am hopeful that someone can send me a FAR citation to (hypothetically) rely on …
