If the award period begins July 1, 2011 and the award notice states that the award is from July 1, 2011 until whenever, then I would suggest that you use the IDC rate that’s in effect at that time (provisional or new). If you use the new rate, you will need to notify the awarding agency of your new rate and request to re-budget accordingly.

This is an interesting one to say the least. It seems that your situation may fall into one of those grey areas within A-21. If you are awarded in June for a Grant that will start 7/1/11 then are you awarded as of June, hence you could still use the old F&A negotiated rate.
Digging a little further there may be a better explanation of what to do within A-110, Section C.25 Revision of budget and program plans
C.25.(c) – For nonconstruction awards, recipients shall request prior approvals from Federal awarding agencies for one or more of the following program
Or budget related reasons
C.25.(c).(5) states “The transfer of amounts budgeted for indirect costs to absorb increases in direct costs, or vice versa (i.e. increases to indirect cost, if approval is required by the Federal awarding agency”
In this instance, I would error on the side of caution and redo the budget reflecting the new F&A rates. Another question I have, does your new F&A rate increase or decrease from what was initially budgeted within the program? In the end, I would also contact the grant manager at the awarding agency to get their input on same.

I’m sure someone out there can easily answer this question:
We’ve unofficially received our newly negotiated F&A rates. As per A-21 Section G-7, Federal agencies must use the negotiated rate in effect at the time of the initial award -- and not the rate in effect at the time of the proposal submission -- for the life of the agreement. What if an award is made in June for a grant that begins 7/1/11 (the effective date of our newly negotiated F&A rates) and for which we used the provisional rates from our previous F&A negotiation? Am I correct to assume that we will need to submit revised budgets for all such awards reflecting the newly negotiated rates in effect beginning 7/1/11?
