I’m no expert on EDA, but have dealt with a number of agencies with similar F&A limitations.  I looked (ok - quickly glanced through and did a document search) at a couple of the EDA award announcements out there that I could find  and did not see a reference limiting, necessarily, the way the cost sharing could be met.  Is there a possibility that a portion of the cost sharing could be met by unrecovered indirect costs?

Dara,

At my previous institution, we had a long running EDA project (via Commerce) and they NEVER paid full.  We negotiated on 20% TDC and had to live with it if we wanted to keep the project.  Rene Hearns may be able to go into more detail about this because she was front line in the fight to pull in full F&A.

Has anyone else had difficulty with the EDA (federal level via Commerce) in terms of getting them to reimburse full F&A? All of their program guidelines indicate that F&A is allowed but their PO's appear to be notorious for advising applicants (especially higher ed) that our project will not be competitive if we use our federally negotiated rate and then shopping the proposal around to find a lead applicant who has the lowest rate.

 

Not recouping F&A is one thing (I know there's other issues with this) but it's problematic when they require such high cost share commitments (and generally in the form of cash) as well.

 

Ok, I'm ranting. If you've been successful in getting full F&A reimbursed on an EDA project, let me know. I'd like to hear your strategy. Likewise, if you haven't been successful in this attempt, did you just finally accept the PO's position or did you not let the proposal go forth? Feel free to respond on or off line.
