Unfortunately the answer is no. Each budget year is funded (obligated) from the fiscal year in which the budget year falls. That’s why continuation awards are only partially funded this year.  NIH posts their funding plans for each year on this site:  http://grants.nih.gov/grants/financial/index.htm

Can anyone confirm that RO1 and R21 are fully funded (i.e. funding for the entire grant year are obligated from appropriations at the time the award is made)?
