Only for cycle I and it is "*" with the below  note.

 

 

Advisory Council Round for Cycle I applications may be August or October, and their earliest project start date may be September or December respectively.

It says that Cycle 1 applications have an

 

Earliest Project Start Date            September or December *

 

* Advisory Council Round for Cycle I applications may be August or October, and their earliest project start date may be September or December respectively.

 

 

I always assumed that Cycle 1 submissions had a start date in December, period!

 

Does anyone understand this?
