The PA for R15/AREA is very explicit.       See below for the actual language.       Because R15s are funded completely within one NIH budget year they follow different rules than other NIH programs.         Although the research plan may cover three project years (36 months) the funding is considered to be committed for only one budget period (Year One) and the R15 cover page and forms must reflect that anomaly (all costs are reflected in the Year One columns).      Because of that, a three year research project with total costs over $250k requires an R&R  budget in order to comply with the agency-wide requirement of using the R&R budget for single year budgets of more than $250k – even though actually you’ll spend less than that in year project year.

·         PROPOSED PROJECT. (Cover Page): The entire proposed project period may be one, two, or three years, but may not exceed three years. Enter the proposed start and end dates of the proposed project.

·         ESTIMATED PROJECT FUNDING. (Cover Page): Use the Modular Budget for direct cost amounts up to $250,000 or the R&R Detailed Budget form for budgets over $250,000.

If using the Modular Budget, enter the Total Costs or the sum of Direct Costs (in $25,000 increments up to a maximum of $250,000)  in budget Period 1. 

If using the R&R Detailed budget, enter the Total Costs or the sum of Direct Costs (up to a maximum of $300,000) in budget Period 1.  Include Facilities & Administrative (F&A)/Indirect Costs for the entire project period. The Total Direct Costs (A-F) may be greater than $300,000 if offset by Consortium F&A. The eRA system will subtract the Total Indirect Costs of any Consortia budgets form the Total Direct Cost of the Project budget before checking the $300,000 limit.

I have 8 of these going out and I've used the modular for all.  Total direct costs over three years is limited to $300,00 and the modular budget is to be used if direct costs are $250,000 or less EACH year.  Am I misinterpreting something?

I believe you can use the modular budget as long as your costs for each year are $250,000 or less. $300,000 is total project, not a single year.

I have a PI who is applying for an R15 grant and the RFA is confusing. The total allowable direct costs over 3 years is $300,000.

 

It says: U.S. applicants submitting an application with direct costs in each year of $250,000 or less (excluding consortium Facilities and Administrative [F&A] costs) must use the PHS398 Modular Budget component.

 

In the very next section is says: Direct Costs less Consortium F&A: Select the appropriate dollar amount from the drop-down list. This number may NOT EXCEED $250,000.

 

So, I’m confused. My PI is requesting $300,000 for the entire 3 year project. Do I put it in a modular format or use the R&R budget?
