Hollie,

Our Controller had a conversation with the program officer for CIG, explaining that we consider salaries to be cash match and the reasons for doing so.  We received an email from the program officer stating that it was OK to us to claim salaries as cash match.  I suggest the appropriate person from OK State discuss this with the CIG program person, and you may get a similar response.

Subject: [RESADM-L] Cash match on CIG grant

All,

We are preparing several applications to the USDA NRCS Conservation Innovation Grant program.   The grant requires a 1:1 match, 50% of which must be cash match.  We consider salaries cash match, because, after all, we are actually PAYING our employees.

However, in a webinar about the CIG program, a question was asked about state employee salaries as matching and the program director indicated that if this  project is part of the employees regular duties then it is in-kind matching.  As University employees, we are not state employees in the same sense that the person asking, but it still make me furrow my brow.

Does anyone have any experience with CIG and what they consider cash match?
