The persons I’m familiar with have an appointment of some type at each of the universities in question (I believe in one case the PI has a full 9 mo appt at one place and a research or other type of appointment for the summer here; in the other case the PI has appointment as faculty but not for full time at either university so the sum total of their time would come to 100% FTE; in cases where the appointment is not a regular faculty or staff appointment such as a research associate then a person with a full appointment or the department chair must agree to be responsible for signing any financial/account items.

Fastlane will allow multiple affiliates according to what I was told  a few months ago but each has to have a different email address for the PI in question so for example Dr Smith could have a profile and affiliation set up for University XYZ and have another profile set up for University ABC but he has to have different email addresses for each of the affiliations.  Besides being a little scary in a PI being able to submit things through an entity we aren’t aware of imagine if they set up profiles with companies—especially those new to research who don’t know about many of the compliance items—a possible ‘YIKES’ scenario.

I don't see how this is possible. Does the submitting institution allow an individual with no institutional affiliation submit as a PI on their application? Why would they? I think the PI needs minimally a volunteer appointment at the submitting institution. The PI could then have more than one institutional affiliation on Fastlane if I'm not mistaken.

Well I’ve seen it done before but only because the PI had dual appointments (one at each university) and even in that case the fiscal agent was the institution that was providing the funds to the PI.

I have a faculty member at my home institution that wants to be the PI on a proposal being submitted by another institution.  In other words, the PI would be at one institution and the fiscal agent would be at a different institution.  The Fastlane Help desk said this can’t be done.

Anybody ever run into this situation before?  Is it impossible?
