There needs to be documentation that all participants received the meeting materials and, according to OPRR guidance still posted on the OHRP website, that the participants could participate equally and actively in the IRB’s discussions: http://www.hhs.gov/ohrp/references/irbtel.pdf

Our IRB administrator says yes.  “OHRP has ruled that a telephone conference call is considered a viable form of meeting as long as all participants can be heard and are allowed to make their comments known.”

Our board votes via “voice vote” precisely so we can teleconference in members during out meetings to ensure quorum. In my opinion they are present at the meeting.

We just had an IRB Committee meeting and a question came up regarding committee members being present at the meeting.  Can an IRB member be considered present if they are attending via a telephone conference line or skype?
