My understanding at present is that they now want multiple subawards issued to a single subrecipient aggregated and reported under one record, and that they now want vendor payments reported if the payments issued to the vendor total more than $25K for the quarter, rather than if there were a single payment of $25K or more. This is a contradiction to previous guidance and constitutes a change from my perspective.

 

As to your question regarding vendor payment data from your subs, page 57 of the data model states that “The field is optional for vendors of sub-recipients,” so it would be at your discretion as to whether or not you wanted to exclude them.

 

I know that COGR is working with OMB to obtain clarification. I’ll forward along any relevant information I receive.

I would like to confirm/clarify that there are instructions to now Change the data we are submitting on vendor payments.

Did they want everyone to go back and change the old data?     This seems like taking data and making it more useless by changing the criteria in the middle of the awards. 

 

We were submitting data on vendor payments that included data from our subcontracts.  Now they want it excluded.  Correct?

 

If anyone can confirm this step, please do so that I can finish the reports before the deadline.

Attached is my summary of the guidance update in case it may be of help to anyone. The major changes from my perspective are to:

 

·         The criteria for marking a report final,

·         The criteria for project/quarterly activity descriptions (cannot use most acronyms/abbreviations and must collect/include sub-recipient descriptions), and

·         The sub-award and vendor thresholds (now based on cumulative amounts rather than single awards/payments).
