As a state supported institution or a privately funded institution of higher education, our primary mission is to do research and disseminate information to the public, to advance science and technology. Students preparing their theses and dissertations are required to publish (in many cases).
It only needs to exist as a policy or a requirement of the institution. You may reserve the right to publish the results of the scope of work. There are reasonable options that one can provide to a funder to allow them to review publications before review (review period).

Subject: [RESADM-L] Not for profit publications
In contracts we specify that as a not for profit corporation we cannot allow sponsors to "approve" publications, because not for profits are public benefit institutions and may not have their research results withheld by sponsors.
Does anyone know where this is referenced in law?
