My sense is that if there is no member of the University
Community engaged in the survey or research then you should have no responsibility
for IRB review of the survey. At ASU we would require permission to recruit from
an on campus entity (registrar or provost) and they would likely review the
survey as part of considering the request.

morning – we have been contacted by a private marketing survey company about
posting a notice on a university facebook page to attract a particular audience
to participate in a survey. The university is not affiliated in any way
with the survey. Is there any human subjects risk in doing this that
might need us to review the survey? The survey is about the effectiveness
of anti-meth advertising.
