No, but you need to have someone in authority at your
institution establish the relationship and thus be the official who does
any changing. Even so, this is not that secure. This is a weakness
in the DUNS system, that there is no security in the access to data. This
is especially troublesome because the DUNS data will automatically populate the
CCR record. Perhaps this is a good issue for the FDP eRA committee to
deal with.

In all my 6 years experience with Grants.gov, CCR, and Duns,
I have never heard of this. DUNS for federal grants purposes are supposed
to be free. I got one for myself to try the process. Use the
Federal Link, not the private one. There are costs associated with
services from D and B.
