Matthew - I think these instructions are specific to RFAs, and to a
change of mechanism (R01 to R03, e.g.). In
NOT-OD-09-100 NIH points out that RFAs are special:
"Since an RFA often has special considerations of eligibility,
scientific scope, and review criteria, unfunded RFA applications may be
resubmitted as new applications to another FOA or activity code as long
as the application is modified appropriately to fit the application
requirements of the new FOA or activity code."
We have always been able to submit under a generic Program Announcement
(PA), if the original PA has expired. -Jean

I have PI who submitted a proposal under an NIH Program

has since expired, and not been replaced. She received generally

reivews with her first submission and would like to resubmit her

an R03) but since the PA has expired can we "resubmit" under a
Parent R03, or
would this be considered a "new" application? As an
aside, her Program
Officer originally told her that the PA was going to be renewed, or she
would
not have applied under it.
