Did anyone else submitting to DE-FOA-0000152 (Recovery Act—Workforce Training in the Electric Power Sector) have difficulty getting into FedConnect today?

According to the instructions, you can use either Firefox or Explorer. In the past I have had better luck using FedConnect in Firefox, but the tech support person told me to switch to Explorer. I did as he suggested and it seemed to help.
