I am not an experienced hunter but I imagine a 44 magnum type revolver from close range would probably discourage a bear attack.  A powerful rifle obviously would be better but unless you are willing to lug a rifle around with you all the time the chances are you good you would be away from your firearm just when it is needed most.  There is also one advantage to the handgun, it can probably be put on target faster.

Depends on the box (case).  Many companies offer handgun cases in small, medium or large that have solid memory foam in them to fit each gun class (size).  You can buy cases made specifically for each gun, but there are many generic hard shell cases.  Since the airlines require a hard shell case to check a firearm, then it is a justifiable expense.

This makes sense.  But wouldn't the Travel Box be made specifically for the handgun?  If so, I would argue that the Travel Box would also be personal along the same reasoning of the holster.

The holster is a personal expense as it is particular to that (personal) weapon; the travel box and ammunition are allowable as part of the fieldwork.

If a gun were purchased with project funding then all three would be allowable.  Fieldworkers in remote areas have been allowed these expenses for decades.

Subject: [RESADM-L] Allowable Cost?

Hello,

I was wondering if I could get your help on a question of allowable costs.

We have a PI that is doing research in Alaska.  He wants to purchase ammunition,

a holster and a travel box on grant funds for his personal firearm.

The justification for the expense is protection against bears.

Would you all consider that an allowable grant expense?

Thanks.

Lori Johnson
