PURPOSE: Reporting to the
Director of the Office of Research, Seattle University seeks a person who will
oversee the post-award grant and contract administration process and will
liaison between the Academic Affairs and Office of Finance Divisions. The
Grants and Contracts Financial Analyst will assist Principle Investigators (PIs) who
have received grants from federal, state, or private agencies or corporations
for academic purposes and will collaborate with the Sponsored Research Officer,
the Office of Foundations and Corporate Relations, the Controller's Office, and
with individual school and college budget managers on essential grant-related
financial matters.
ESSENTIAL
JOB FUNCTIONS:
Essential job
functions include the following:
Serve as the university
expert in the areas of post-award grant and contract administration.
Develop
policies, procedures, and reporting tools for grant and contract administrative
processes.
Evaluate
expenditures for appropriateness under grant/contract terms and conditions, and
appropriate federal regulation as applicable (e.g. A-110 administrative rules,
A-21 cost principles, A-133 audit requirements).
Verify grant
set-ups and modifications in the financial system, monitor grant/contract
budgets and expenditures, perform monthly variance analysis, and resolve
discrepancies.
Facilitate
all financial reporting requirements, including completion of report forms,
quarterly Project to Date reports, Time and Effort Reports, interim and final
financial reports, and other reports as necessary for PIs. Prepare
close-out.
Provide
analysis and projection of grant expenditures.
Oversee the
processing of payments and position requests. Provide budget information
and handle other administrative requests.
Review and
approve all grant-related personnel action forms and staff requisitions.
Provide
financial information for audits as requested.
Prepare and
maintain policies and procedures for post-award budget operations.
Perform other
related duties as required.
MARGINAL
JOB FUNCTIONS:
Assist the
Sponsored Research Officer in preparation of pre-award grant proposal budgets.
Provide
support for the Budget Manager for Academic Affairs during the annual budget
process.
MINIMUM
QUALIFICATIONS:
Bachelor's degree
in accounting, finance, or other business-related field with four to six years
of progressive dedicated federal grant experience at a non-profit or higher
education institution.
Ability to
draft routine reports and correspondence.
Ability to
communicate effectively orally and in writing with granting agency staff,
co-workers, faculty, and other university staff.
Ability to
verify figures and amounts related to expenditures, receipts, indirect cost,
cost share, salary, and fringe benefits.
Ability to
summarize, analyze, and forecast financial information and project costs based
upon account history.
Possess
fundamental understanding of accounting procedures.
Ability to
define problems; to selectively extract, verify, and compile data; establish facts;
draw valid conclusions, and implement solutions as well as have the ability to
creatively problem-solve and make informed decisions.
Knowledge of
set-ups, adjustments, and operational procedures of work-related equipment and
experience with spreadsheet applications, including Excel.
Commitment to
continue upgrading knowledge, skills, and abilities needed to keep abreast of
regulation/policy changes.
PREFERRED
QUALIFICATIONS:
Master's
degree in accounting, finance, or other business-related field with two to
three years of experience overseeing federal grant administration at a
non-profit or higher education institution.
CRA
(Certified Research Administrator) designation.
