Sorry I had a typo. She is submitting R-21s.

This feels like a really dumb question, but here goes. We used to submit unsolicited NIH applications, hard copy. I have a PI who wants to submit 2 R23's not tied to any solicitations. Can we still do this? Can we do it on Grants.gov?
