We are a nonprofit and just filed.  That is a correct understanding.  If you file a 990, then you do not need to fill in salary information regarding the 5 most highly compensated officers.

That was my understanding from reading the guidelines.

Isn’t it the case that non-profits for the most part have this information in their IRS 990, which is publicly available, and therefore are not subject to this requirement?

That’s not what the reporting guidelines say. Based on the recent transcripts about the Excel templates rolling out, do we really think that these probably nice people at federalreporting.gov have the inside scoop?

Subject: [RESADM-L] ARRA subrecipient reporting - 5 most highly compensated officers

Hi all,

I was told that the subrecipient reporting requirement for the 5 most highly compensated officers only applies if those officers are receiving ARRA funds. Is this how the requirement is generally understood? I just had the below (most ungrammatical) chat with federalreporting.gov .

info: You are now chatting with 'Dawn'
Dawn: Welcome to our live chat service.
Dawn: May I have your Funding Agency and State?
Cindy: Hi Dawn, I have a question about subrecipient reporting
Cindy: Oops sorry. Wasn't finished. Funding agency is NIH. I'm writing from Rockefeller Univ. in NY.
Dawn: How may I help you today?
Cindy: Do we have to report 5 Most Highly Compensated Officers and Compensation for all subrecipients (over $25k) regardless of if these criteria do not apply to the subrecipient: (a) the recipient in its preceding fiscal year received 80 percent or more of its annual gross revenues in Federal awards and $25,000,000 or more in annual gross revenues from Federal awards; and (b) the public does not have access to information about the compensation of the senior executives through public reports
Dawn: if any of the 5 most highly compensated officers are being paid by ARRA funding you will be required to report this information
info: Your chat transcript will be sent to xxxxxx@rockefeller.edu at the end of your chat.
Cindy: Thank you.
Dawn: Is there anything else I can help you with?
Cindy: No, that's it for now. Have a good afternoon!
Dawn: Are you able to hold for a ticket number in reference to this chat?
Cindy: Certainly.
Dawn: just one momemt please..

Subject: [RESADM-L] NIH Submission Question

Does anyone have experience with submitting an application package with Background and Preliminary all in the Research Design and Methods upload?  That is to say without having attachments for Background and Preliminary?  I have a PI that would prefer all three to be under the Research Design and Methods upload.  Will this cause an error on Commons, does anyone know?  Thanks in advance for the help.
