I have received a question from my grants and contracts
accounting unit about how to treat an NEH Fellowship award. NEH does not award
full salary but expects 100% effort on the project. Our university “tops
off” fellowship awardees’ salaries so that they don’t have a
salary reduction during their fellowship year. Our grants and contracts unit
wants to count the additional pay as mandatory cost sharing. Is this how your
universities handle this? The relevant section from the NEH Fellowship Award
Terms and Conditions is below.
A. Full-time Study: You are expected to
devote full time during your fellowship tenure to the proposed
project. You may not
accept teaching assignments or engage in other activities that divert you from
that
project. However, you may
attend conferences related to your fellowship work and give presentations on it.
If you are considering any other activity
during your fellowship tenure, you must first consult with the
Fellowships Program staff to determine whether the proposed activity is
permissible.
