My
advice would be, if there’s time, for the faculty member/PI to call the program
officer for each announcement and speak with them/ask the question. We’ve had
this situation before and the program officers have requested that our faculty
send a one-page summary of the project to both. Between them, they decided
which funding opportunity best suited the proposed research and the faculty
member submitted to that announcement. Even though the faculty thought that
their proposed research fit the one announcement, it turned out that it did
not. In the long run, this saved PI time and OSP time. I would imagine that
program officers w/could also verify if it is appropriate for the faculty to
submit their proposal to both announcements, maybe with some tweaks. I always
encourage the faculty/PI to call as they are best suited to answer any
questions a program officer may have. It’s always good to have email
verification of conversations/recommendations from program officers.
Therefore, if they do recommend submitting to both and afterwards the action is
questioned, the PI does have those emails to fall back on.

Subject: [RESADM-L] Simultaneous Submissions
A
faculty member at my university wants to do some simultaneous submissions of a
grant proposal, tailored to the RFP of course, to federal funding
agencies. How do I go about finding out if this acceptable to the funding
agency? Here is the situation…. IES has one grant with an education
technology “topic” and the agency has just released a new one for reading
comprehension. Her project could possibly work within either funding
opportunity. Advice please.
