I think they’re just giving you some
key points to remember about the R&R budget in this case, that a) you
should only use the period 1 sheet and b) that the direct costs cannot exceed
$300K for this announcement.

Big thanks to the
folks who responded to my question, I appreciate it. I was right there
with you guys in thinking that “R&R budget = detailed budget”
until I got to these instructions in Section 6 of the RFA:
6. Other Submission Requirements and
Information
PHS 398 MODULAR or
DETAILED BUDGET COMPONENT, PERIOD 1 - In this component,
complete only Budget
Period 1. Include in budget period 1
the total requested budget for all years of the proposed project. Use the
modular
budget for direct cost amounts up to $250,000 and the
detailed budget for direct costs amounts above $250,000.

These look like
modular budget instructions, and not R&R instructions. Snafu on NIH’s
part? Or am I still just not getting it? Should I just disregard
and just fill out the R&R budget as normal? Any additional thoughts
would be appreciated.

"Detailed" and
"Research and Related Budget" are the same thing. Don't use the
398.
If PI wants over $250, regardless of number of years, do NOT use modular.
[IMHO...this use of single year budget for multiple years is crazy]

RESADM-L-land could shed some light or provide additional clarification on this
issue, I’d be most grateful.
