This is from the NIH
Fellowship Guide (http://grants.nih.gov/grants/funding/424/SF424_RR_Guide_Fellowship.pdf)
under Section 4 – Completing the SF 424 Research and Related (R&R)
Forms.
Enter the total Federal funds requested for the entire
project period.
Applicant should refer to the NIH/OER Research Training
Website (http://grants.nih.gov/training/extramural.htm) for current Stipend and other budgetary
levels. Enter the estimated total Federal funds requested for the entire project
period. For non-NRSA programs, applicant should refer to specific FOA budget
information.
Kirschstein-NRSA Individual Fellowships provide a
stipend to the awardee plus an allowance to the sponsoring institution to defray
some of the fellow’s training expenses. Individuals sponsored by foreign
institutions may also receive travel funds. Detailed information is provided in
the Kirschstein-NRSA section of the NIH
Grants Policy Statement at http://grants.nih.gov/grants/policy/nihgps_2003/.
The only budget
information requested in the application is that related to tuition and fees for
courses which support the research training experience, and stipend/salary
information for senior fellowship applicants (see instructions for PHS
Fellowship Supplemental Form Section D - Budget). Other budget items are fixed,
based on a formula or determined at time of award, and the applicant need not
provide any information.

I’m with Janet – this is how I’ve been preparing the

I believe the requested amount (stipend, institutional
allowance,
tuition) goes in that line. I'm assuming since the
stipend amount and
institutional allowance is set by NIH that they are
asking about tuition
because it is the only variable, but they want to know
what your
expected total cost is all the
same.

The new electronic F32 applications (non-senior
fellowships) request no
budget.
The only dollar amount you would enter on the budget
page would be if
tuition is
requested. This makes sense as this is how it was set up
on the paper
applications. Page 2 of the R&R does however have
boxes a,b, and c to
enter
project funding amounts. As we know these boxes will
highlight yellow
and cause
a submission error if we do not enter something here.
Who would advise a
dummy
number of zero here? Who would advise we estimate a
budget here,
extrapolating
stipend level and institutional
allowance?
Thanks!
