We too are
getting awards with these references. The obvious problem is that as of
yet, there is no mechanism or place to actually report. At some point
along the way, there was follow up to these Award Terms that indicated a system
for collection of information would not be available for some time, but that we
would be given at least 45 days advance notice. I can't put my hands on
the actual communication, but the date in it was in the October time
frame. If someone has ready access to that communication it might be of
use to the list.

Are there
special reporting requirements for NIH's ARRA programs?
Yes. In addition to the NIH General Terms of Award (http://grants.nih.gov/grants/policy/nihgps_2003/NIHGPS_part4.htm),
there are special reporting requirements for recipients of ARRA funds (http://grants.nih.gov/grants/policy/NIH_HHS_ARRA_Award_Terms.pdf)
(PDF - 40 KB). The ARRA reporting requirements must be met on a quarterly
basis. The mechanism for submitting these
reports is still under development. Details on the
information that must be reported are provided in Section V of each of NIH's
ARRA Funding Opportunity Announcements (FOAs).
So, unless there
is some major breakthrough in the next several weeks, I"m not sure what
will get sent where on July 10.
Maybe I am
missing something?

They include only this term/reference:
ARRA TERM OF AWARD: This award is subject to the HHS-Approved Standard Terms
and
Conditions for the American Recovery and Reinvestment Act of 2009. Approved

awards can be found at http://grants.nih.gov/grants/policy/NIH_HHS_ARRA_Award_Terms.pdf.
Recipients should pay particular attention to the special quarterly reporting
requirements required
by Section 1512 of the Recovery Act as specified in Term #2.

Can anyone point me to official guidance on the deadline? (Not the timeline on Recovery.gov, which doesn't have a narrative).
