You only need to state that LA does not participate in the SPOC program.

Each project needs its own notice and I would submit it with the package.

Hi everyone,

I would like to ask for your opinion on ARRA NIH construction grants (C06 and G20) and NIH policy Part II, Subpart B.

According to Subpart II, we are supposed to issue public disclosure concurrent with notification to SPOC.

First, we (Louisiana) do not have a SPOC for DHHS. Still, section Intergovernmental Review under E.O.12372 states that SPOCs are given 60 days to review the application. To accommodate this time frame and the NIH review process, an applicant must provide a copy of the application to the SPOC no later than the time the application is submitted to NIH. SPOC comments must be submitted to NIH with the application, or the application must indicate the date on which the application was provided to the SPOC for review. If SPOC comments are not submitted with the application, the applicant must provide them upon receipt and may include its reaction to the comments, or it must notify NIH that it did not receive any SPOC response. Apart from SF424's place for E.O. where else and would you address this in your application?

Also, would you issue multiple public disclosures for each individual projects (5 total since limitted submission rule applies)? Would you publish these prior to the deadline and attach a copy of it to you package?

Public Disclosure:

Section 102 of NEPA and EO 11514 (March 5, 1970) provide for public comment and participation in the environmental impact review process. Applicants are required to publicly disclose the project in a newspaper or other publicly available medium and to describe its environmental impact concurrent with notification to the SPOC (see "Intergovernmental Review under Executive Order 12372" in this section).
