As the U.S. undertakes an economic recovery, there are two cultural and political realities that influence every approach: higher education's contribution of ideas and innovative market solutions are expected to provide the indispensable foundation for economic health; and local and community-based solutions are more viable and important than national or one-size-fits-all answers to our common challenges. But the capabilities of higher education to serve as the economic engine for the recovery are inadequate at present. Comprehensive training and regional networking activities aimed at the transfer of innovative ideas to community practices, assessments of community/institutional needs and capabilities, applied research strategies, education/community outreach structures, faculty development approaches, federal compliance training, and essential ethical standards are needed to realize these economic health and job creation goals. The proof of this approach will be shown in quantifiable measures of job creation and community/economic health in each region of the country.

GRC staff members have been working with APLU staff for the last seven months to cooperate in their Commission on Competitiveness, Innovation and Economic Prosperity (CICEP). The leadership for the initiative has come from Arizona State University (GRC member) President Michael Crow. CICEP seeks to provide the following: examples of successful gap funding in support of technology transfer; best practices in faculty and institutional development to stimulate entrepreneurship and economic opportunities; approaches to measuring the regional economic impact of universities; metrics to assess the innovation environment on the campus; and effective administrative approaches to the management of intellectual property. AASCU and GRC institutions have much to offer and gain from this collaboration.
