Bonnie,
Although I could never find this in
writing, a DOE contracting officer indicated that their "rule of thumb"
is to only fund 2/9ths as they assume the faculty person is taking vacation;
however, they do fund 12 month contracts and I assume those folks also
take their vacations. Double standard?
