I did freelance proposal writing after twenty years in pre- and post-award research and prior to accepting a position at Notre Dame, and contracted with institutions on both an hourly basis and per proposal.  Speaking from the “university” perspective, I think you’re better off to contract lump-sum on a large collaborative proposal, as they are time-consuming and what may seem like a lot of money up-front, actually saves you in the long-run.

Just be clear about what you expect from them and I would suggest you ask for their success record.  I was very successful in leading the development, writing and submission of large proposals; however, I was on the low-side of the pricing scale so I’m not a good price measure.
