Some of us were dumped from the Grants.gov system over the weekend.  We finally got that feedback from a user who shared their answer on the G.g blog.  Thanks to whoever shared the info!   Below is the blog comment (one caveat, we received several reset messages and tried them all till one worked and logged us in so we could reset the password back to our old one.)

I just got off the phone with grants.gov and with the new server change over the weekend all persons that were on what they call the Legacy Servers did not make the move to the newer servers. So - we all have to go to grants.gov and reset our passwords (we can use our old ones) and re-fill out our profiles again.

Steps:
1) Go to
http://www.grants.gov/
2) On the right side of the page, under "Applicants," click on "Applicant Login"
3) Click "Continue to Login"
4) Select "Forgot my Password"
5) Follow the instructions, "enter your username"
6) You will then receive an email from grants.gov with a temporary password. Click on the link in the email and cut and paste the temporary password into the appropriate box.
7) Complete your profile
8) After you complete your profile, you will then be asked to create your new password. You can use your old one.
9) Once re-set - then you are good to go and can submit proposals grants.gov again
