Yes, we are as well.  We were instructed by Grants.gov to immediately close the package and re-submit.  We eventually did receive confirmation of submission using this process. 

We also were instructed by Grants.gov to adjust the settings on the Adobe format which seemed to help:
When the package is open, click Edit -- Preferences -- under Categories select Trust Manager -- click Change Settings on Internet Access -- under "Allow" you'll need to add three items:  www.grants.gov, www.apply.grants.gov, and www.apply07.grants.gov.  Click OK to save changes.

It also seems (Grants.gov could not confirm this) that if you do not immediately close the package after receiving the time out message, you run the risk of encountering two submissions on eRACommons.  After leaving one application open for a short time after it timed out, we closed and submitted again, and then received the usual confirmation receipt.  We also received an email "rejection notice" for the package with a G.g tracking number stating that "Your submission was received...However, it contained the following errors and cannot be forwarded to the granting agency...Error: Intake servlet is unable to save the data. Error message:: Broken pipe...Please correct the above error(s) and resubmit your application to Grants.gov."
We also received around the same time an email submission receipt for the same package with a different G.g tracking number.  The package with the "Broken Pipe" error that stated it would not go to the granting agency did indeed go to the granting agency and was eventually posted on era Commons for review.  The package with no rejection notice showed up on era Commons with an error stating it was a duplicate.  After discussing the problem with both G.g and era Commons (both were flummoxed at this problem) it was decided that the first package that posted to era Commons will be the application package since it's been validated.
 
Other differences noted within the package were:
*when viewing the page associated with the List of PHS 398 Res Plan Attachments it appears as though pdf attachments as it relates to the "Other Research Plan Sections" (items 12-17 such as Vertebrate Animals, Select Agent Research, Multiple PI Leadership Plan, Consortium/Contractual Arrangements, Letters of Support and Resource Sharing Plan) were never uploaded in the original application submitted ... but they were and pages are clearly included within the eApp image in eCommons
*within the application are 3 subawards ... when pdf were uploaded on "RR subaward budget attachment form," they were in the correct order, but in the application package on era Commons are in no particular order so that a sub-subaward under one of our subaward sites was not clearly ordered after the corresponding subaward (the sub-subaward was listed first in the RR budget).  We did make sure that our Budget Justification for the sub-subaward clearly identifies the contractual costs under the main subaward.  Be sure to clearly indicate subaward roles in your justification.

Hi Folks,

I am submitting today to NIH for an AIDS grant, received first the submission notification from Grants.gov and then a second email telling me the application had been rejected.  The message is:

 

Error: Unable to obtain error message from exception

 

I called Grants.gov and was told to wait 10-15 minutes to see if I got a second email telling me the application was validated, because that error message means “the system found something but it really didn’t find anything so it will keep trying to push it through.”  I waited, and in 15 minutes I got a second email saying the same thing.  So I called Grants.gov back and was told that their IT department had no idea what that error message means, and they would work on it but can’t guarantee me that they’ll have it resolved in time for the application to be in by 5pm today.

 

Additionally, when I track the application on Grants.gov it says that the app was “rejected with errors” but that “Sorry, there is no error message info available currently.”

 

Has anyone seen this message before?  I am using an accepted version of Adobe so that can’t be the problem.  I have both Mozilla and IE on my computer and I am not sure which one the application “chose” to use to submit, but does that make a difference?  I do not recall if it ever did before…
