US Citizenship and Immigration Services (USCIS) states that the types of federal contracts affected are prime federal contracts with a period of performance longer than 120 days and a value above the simplified acquisition threshold ($100,000).
A federal contractor is defined by U.S. Code "to include any person who enters into a contract with the United States or any department or agency thereof for the rendition of personal services and whose compensation is paid in whole or in part from funds appropriated by Congress."
It is my understanding (and please let me know if others disagree) that an employer is a federal contractor if it has entered into a contract with the federal government to furnish supplies or services (including construction). In addition to formal contracts, federal contracts include, but are not limited to, awards and notices of awards, job orders or task letters issued under basic ordering agreements, letter contracts, purchase orders, and contract modifications. Federal contracts would not include grants and cooperative agreements.

Hello,
As of Jan 15, 2009, federal prime contractors will be required to use E-Verify to verify the employment eligibility of new hires.
Does this apply to federal grants as well? Comments on how your office handles this policy are appreciated.
