Actually Grants.gov "should" be able to notify you of changes or errors if you provided your e-mail address when downloading the package. When I assist faculty, I load both their e-mail address and my own.

That’s exactly what happened. We received the exact same error message.
Unfortunately, there is no mechanism by which Grants.Gov can automatically notify potential applicants of problems or changes to the application package. Once I downloaded the updated package, it went off w/o a hitch. But I had to re-type the whole thing, which was about 30 minutes of my life I’ll never get back.
We sent it off before the “midnight” deadline. (What’s up with the increasing number of 12AM deadlines, btw?)

Initially, the Project Narrative Attachment Form was not in the package. We contacted EPA, and were told that they were aware of the problem; and were working on correcting. The form was eventually added to the package, but by that time; we had decided to use the hard copy submission option.

Has anyone else had their EPA submission for Engineering Excellence Through Hybrid Technology grants.gov submission rejected for missing form "Project- V1.1"? I've been through the guidelines and the GG package and can find no mention of the form. What was missing from the gg package was the form to attach the narrative, it was not there at all. We instead attached the Narrative to the first page of the SF 424 form. I'm wondering if this is what is missing?

The gg application package has been removed from gg and I'm awaiting a return phone call from the EPA contact.
