Does anyone have a good policy and related MTA for use when a researcher goes to another institution and requests that certain research (biological) samples be sent to his or her new institution?

Dear Colleagues:

 

I have a question that will hopefully be simple – our institution is thinking of subscribing to an IRB training website and I was wondering if that was part of our F&A cost since it is training that is required for all researchers and thus could be argued is not directly allocable to a single person, project or departmental budget since the training might benefit many departments or projects. (I have a feeling it could be more complicated than that!!)

 

 I know NIH has a free site but we want to explore other options as well.

 

Your advice, as usual, is much appreciated!!
