You are correct and the only solution we have been able to come up with is that our office will actually do the uploading and submitting.
 
Not a popular answer, but fortunately we haven't had very many of these (so far).

Subject: [RESADM-L] DTRA white papers

Has anyone had experience submitting proposals to Defense Threat Reduction Agency (DTRA)?  From what we understand, only the sponsored research office can register in the DTRA system and submit the proposal.  When the institution registers, there is only one password assigned and ALL white papers are submitted via the central registration.  Therefore, if we allow the PI to complete his/her own cover page and upload the white paper by giving the PI the “password”, then all PIs have access to each other’s white papers.  The PIs would also be able to submit their own white papers and those of the other PIs.  Anybody else confronting this issue?
