Washington State University/Spokane is seeking a Grants and Contract Manager position for the WSU Spokane Office of Research.  This is a full-time Administrative/Professional (exempt) permanent position, located in Spokane, effective immediately. The Grants and Contracts Manager will report directly to the Vice Chancellor of Research with indirect reporting to the Vice Chancellor of Finance/Operations and Director of the Office of Grant and Research Development/Pullman.  The Grants and Contracts Manager is responsible to oversee all proposal and award processing including, but not limited to, approving grant and contract proposal budgets, reviewing the administrative components of proposals, submitting proposals, preparing sponsored project agreements, negotiating awards and contracts, and preparing financial and administrative reports. Tasks include pre-award and post-award responsibilities as it relates to sponsored projects.

 

MINIMUM QUALIFICATIONS:

 

·        Demonstrated ability to draft, negotiate, and interpret contracts.

 

PREFERRED QUALIFICATIONS:

 

·        Working knowledge of intellectual property, i.e., understanding of the disclosure process, the need for confidentiality, option rights, the patenting process, the licensing process, reach-through clauses, imbedded license terms, etc.

·        Up-to-date knowledge of federal, state, and private agency regulations, policies, laws and regulations, and OMB Circulars (A-133, A-110, A-21), relating to sponsored project agreements.

·        Demonstrated ability to conduct business using complex documents and database, word-processing and spreadsheet programs.

·        Strong written and oral communication skills.

·        Ability to work under pressure while maintaining service attitude and demeanor.

·        Ability to rapidly review and provide detailed, accurate analysis of complex contract documents, written procedures and correspondence.

·        Strong interpersonal communication skills, and demonstration of ability to interact with, and understand faculty and administrative goals and objectives.

·        Demonstrated team-player skills

·        Experience with electronic grant administration and online submission sites (e.g. Grants.gov, e-Commons, Fastlane, e-grants, etc.)

·        Strong analytic ability.
