The University of Idaho is working on a new policy that will require an expenditure review if the fixed fee residual is greater than 10% of the original contract amount. All residuals will be distributed to the college, not the department. We are still developing our policies as well. I am very interested in seeing any responses you get to your inquiry.

Good afternoon. Utah State University is in the process of creating a Fixed Price policy that addresses, among other things, when it is allowable to transfer residual balances to departmental accounts. Since you are all such a great resource I thought I would see if you would be willing to share your policies and/or practices regarding when you start requiring documentation and justification for transfers. We are obviously interested in verifying costs have been allocated appropriately. However, we thought taking a risk management approach to address projects with excessive balances may be the best approach. For instance we are discussing allowing balance transfers up to a certain percentage (our discussions so far have ranged from 10-25%) and requiring justification and PI and departmental certifications on balances above that, but I wanted to get a feel for how other universities address this issue.
