Our Grant
& Contract Accounting department has an outstanding
opportunity for an
Assistant Director. This individual will be
responsible for customer
assistance for reporting, cash management and
compliance processes in Grant
and Contract Accounting (GCA). In
addition, the person in this role
will provide leadership for personnel
in all areas of the GCA department,
perform professional accounting
functions including complex reporting,
analysis and reconciliation, and
participate in the Quality Improvement
Process by leading and
interacting with members of work team/groups and
interacting with
customers to meet and/or exceed customer
needs.
DUTIES AND RESPONSIBILITIES:
1. As a member of
the Grant and Contract Accounting management team:
Assist in developing
strategic plan and dashboard measures for department.
Authorize and
control expenditures.
Control expenditures for overtime/straight time
salaries.
Assist in developing long range organizational plans addressing
staffing, functions, procedures, policies and Quality Improvement
Initiatives.
2. Manage staff including professional
level accountants, Grant
Managers, Budget Fiscal Analyst Leads, Fiscal
Specialists, Office
Assistants and Student Interns. Provide leadership
for all areas of the
department, including the following managerial
duties:
Implementing and maintaining GCA and University office policies
related
to personnel issues.
Preparing personnel evaluations in
accordance with office and University
policy to ensure employees are aware
of their performance expectations
and evaluated regularly.
Assisting
staff in work related problems.
Training staff.
Interviewing and
hiring new employees.
Documenting employee performance problems in
accordance with Personnel
Board and University requirements and implementing
disciplinary action
when necessary.
Planning and assigning work. This
includes planning for fiscal year end
close and biennium
close.
Establishing goals and deadlines and ensuring they are
met.
Providing guidance and direction in fiscal and accounting procedures
to
all personnel.
Meet with direct report supervisors/staff at least
twice a month to
share ideas, give direction, analyze dashboard measures,
and resolve
problems.
Attend manager meetings to stay abreast of
current GCA news and
activities. Actively participate in meetings and
communication issues
related to assigned personnel.
3.
Develop and implement controls and procedures for grant and
contract
processes including: new accounts budget set-up, cost sharing,
expenditure
transfers, Federal Cash Transactions reporting, Letter of
Credit draws, cash
receipts and applications, interest income
computation, compliance review,
general ledger reconciliation and
Financial Statements
preparation.
4. Assist in establishing internal controls.
Integrate procedures and
internal controls for automated mainframe and
in-house accounting systems.
5. Review and approve accounting
transactions, journal vouchers,
management reports, grant and contract
portion of the UW financial
statement, State of Washington financial reports
and internal accounting
reports for completeness, accuracy and
compliance.
6. Coordinate oral and written interdepartmental
and agency
communications regarding policies, procedures, rules and
regulations.
7. Assist customers (Vice Provost, Deans,
Chairs, Principal
Investigators, Directors, Administrators, Managers, Budget
Analysts and
Fiscal Specialists). Decide when appropriate to research
questions/issues and when to delegate a portion (or all) of these
tasks.
8. Coordinate accounting processes to incorporate new
and amended
University, State, and Federal regulations. Work with other
divisions
within Financial Management and other University offices to
develop
policies and procedures related to grants and contracts and to
respond
to changes in external regulations.
9.
Communicate new/amended policies and procedures to Department
chairs,
Principal Investigators, Directors, Administrators, Budget
Analysts and
Fiscal Specialists. Work closely with staff units and other
campus
department leaders to communicate process improvement ideas and
develop good
working relationships.
10. Prepare complex accounting reports, financial
statements,
comparative analysis of balance sheet and income statement items
and
reconciliations as required.
11. Assist in audit coordination,
respond to audit questions and
establish and implement accounting procedures
based on audit
recommendations.
12. Assess and plan units need for
equipment, space, and permanent and
temporary staffing. Coordinate with GCA
Director to obtain necessary
resources.
13. Coordinate and teach the
Grant and Contract Fiscal Administration
class through UW Training and
Development. Update the GCA class
materials as needed and coordinate with
the Director and Managers on
class structural changes. Coordinate,
participate in and present at
various informational grant and contract
workshops and seminars.
14. Act on behalf of the Director during her
absence. Manage special
projects as assigned by the Director and
Assistant Vice President.
15. With initiative, actively participate in
the Quality Improvement
Process by leading and interacting with members of
the work team/group
to develop processes to meet and/or exceed customer
needs.

Requirements:
Bachelor’s degree in accounting, business,
finance or related field,
plus a minimum of six years managerial or
supervisory experience, and
six years of accounting and computer
experience.
Excellent interpersonal skills, ability to exercise
independent
judgment, and excellent written and verbal communication skills.
Experience using personal computers, specifically using spreadsheet,
word processing, and database software.
Equivalent
education/experience will substitute for all minimum
qualifications except
when there are legal requirements, such as a
license/certification/registration.
Desired:
Desired
qualifications include an understanding of management concepts
and practices
in Quality Improvement environment, knowledge of grant and
contract
accounting, fund accounting experience, and working knowledge
of the
University’s on-line Financial Accounting System.
