We have a salary incentive policy and, three years ago, spent time with NSF explaining how this did not violate the "extra compensation" prohibition.  NSF agreed that it does not.  You can download the policy at http://www.uark.edu/admin/vcacsey/AcaPolicySeries/143570.pdf.  If you have specific questions feel free to contact me off-list.
