THE DEPARTMENT:  Office of Research and Sponsored Programs is located within the Office of Research and Graduate Studies.  The staff of the ORSP assists Faculty and staff in obtaining external funding through grants and contracts, and is the central source of information on major government agencies, foundations, and corporations which supports research and programs on campus.

 

DUTIES AND RESPONSIBILITIES:  Under the general direction of the Director of Research and Sponsored Programs and the direct supervision of the Assistant Director, the Sponsored Contracts Associate provides support to faculty and staff to communicate with potential sponsor agency representatives; prepares and revises proposal budgets; completes all sponsor agency forms and assurances; edits proposals and submits the proposals; provides technical review of terms and conditions of all sponsored contracts for adherence to University and Cal Poly Pomona (CPP) Foundation guidelines; writes and reviews contracts, subcontracts and amendments to contracts with corporations, state offices, federal agencies and private foundations; assures compliance with applicable sponsor guidelines, laws, and regulations; conducts complex and often high-level negotiations; coordinates with Foundation staff to ensure terms and conditions are acceptable to the University and the CPP Foundation; exhibits diplomacy and tact in representing the University to external agencies;  follows up promptly with contracting entities to ensure timely processing; provides final negotiated contact, subcontract, agreement and amendment documents to the Foundation for signature on behalf of the University; expands and maintains the ORSP website to provide user-friendly assistance on funding opportunities, processes, boilerplate documents, and other helpful advice; provides workshops and on-on-one sessions to faculty and staff interested in applying for grants and contracts; provides information and assists the Director of ORSP with cross-training of other ORSP staff to ensure adequate back-up.   

 

QUALIFICATIONS:  Bachelor’s degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs, plus two years of related experience.  Working knowledge of, and ability to apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations.  Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty.  Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.  Skill in research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations.  Expertise in investigating and analyzing problems with a broad administrative impact and implications.  Ability to anticipate problems and address them proactively.  Ability to train others on new skills and procedures and provide lead work direction.

 

PREFERRED EXPERIENCE:  Master’s Degree; knowledge of both the CSU system and CPP Foundation policies and procedures; three (3) years experience developing and negotiating contracts; knowledge of Federal Acquisition Regulations (FARs); ability to prepare and submit contract and grant proposals and budgets, including familiarity with various sponsor agency regulations, forms and electronic systems.
