Financial assistance = grant or cooperative agreement: financial support to accomplish a public purpose or further the mission of the agency providing the support.
 
Federal procurement = contract: purchase of goods and services to accomplish a government purpose, and the service can be research
 
I think of it as a grant is something you want to do and you design the project, whereas a contract is something the funding agency wants you to do, usually with clear deliverables or work to be conducted.

MY Question of the day - Is it a GRANT or is it a CONTRACT?

I’m looking for a definitive way to classify Federal Awards (and federal subawards) as either a Grant or a Contract. 

 

Can the presence or absence of a CFDA classification be a deciding factor?  Outside auditors say that there are Federal Grants that don’t have CFDA #s so I shouldn’t use that as a standard.  What method do you use to make that determination?
