I'm in a similar situation right now and I agree that you should get
approval. They will probably request a subcontract budget and possibly a
new prime budget if the change results in a shift of IDC to direct
costs.

The SBIR regs say that all subawards have to be approved by NSF if not include

funded proposal. The amount of money he is to receive as a consultant is
specified in the budget.
I am thinking we still need NSF approval. Anyone see it differently?
