Manager of Contract and Grant Accounting

 

The University of Maryland, Baltimore County (UMBC), a dynamic research university, seeks a Manager of Contract and Grant Accounting.  Under the direction of the Director of Contract and Grant Accounting, the incumbent will oversee and manage all post-award grant accounting operations and compliance functions as performed by the Contract and Grant Accounting Department.  Specific duties include: providing leadership and ongoing development of the Contract and Grant Department Staff; developing, implementing, and enforcing policies and procedures as they relate to the post-award activities; hiring, training, and retaining accounting staff; managing day-to-day operations of the Contract and Grant Accounting Department; maintaining procedural compliance and establishing internal control to ensure the accuracy and integrity of the financial data and/or systems that support grant accounting; overseeing billing and A/R activities for sponsored research; providing documentation and support for annual financial, A-133, and other audits; providing an analysis of the accounting system (PeopleSoft) in support of the application of and compliance with cost principles and standards (CAS, OMB, FAR) and creating and setting up the transaction of the financial vehicle (PeopleSoft, ASAP, PMS) by structuring into a report (FCTR, FSR) that supports the application of and compliance with the cost accounting principles (OMB circular) and standards set forth by the sponsoring agency; and performing other duties as assigned.  Requires: a Bachelor’s degree in Accounting or related field (MBA or CPA preferred), at least five years’ experience in sponsored projects, and a minimum of three years’ experience in a supervisory role.  Extensive knowledge of OMB Circular A21, A-133, and A-110 is required.  Must have: extensive working knowledge of federal and state regulatory agency rules and regulations; the aptitude and experience to work with various technologies, preferably Microsoft Office, Excel Macros, SQL, and Crystal Reports; excellent written and verbal communication, analytical, and critical thinking skills; the ability to work independently and as part of a team; strong work ethic; the ability to multitask; and the ability to work with complex analyses.  Must work well under pressure and be deadline driven.  A combined aptitude toward technology and business financial transactions is required.  Additional consideration will be given to candidates with a CPA and/or public higher education accounting experience.  Salary is commensurate with qualifications and experience.  Position is full-time and includes full university benefits.  For best consideration, please email a cover letter, resume, and the names and contact information of three professional references by May 28, 2007 (resumes will be accepted until the position is filled) to: Jean Donohue, UMBC, Financial Services, Email: xxxxxx@umbc.edu.
